Background Information about the Library

The mission of the CalEPA Library is to assist the California Environmental Protection Agency (CalEPA) staff in accomplishing their goals through timely access to the best scientific information, including literature searching capability and access to scientific databases, full texts of journal articles, and scientific textbooks. Timely access includes online access to full articles at staff’s desktops, or retrieval and delivery of full articles or texts from other sources, including inter-library lending.

The Librarian is responsible for performing professional librarian functions in the CalEPA Library including the Law and Science Libraries serving staff attorneys, scientists and engineers. The incumbent will use the CalEPA Library Strategic Plan to guide priorities for library improvements and will develop and recommend a workplan to implement the strategic plan objectives. The workplan shall provide for the most efficient and cost effective scenario for on-line resources and subscriptions. This workplan will assure resources can best achieve the Library's mission of providing CARB and agency staff efficient access to the best scientific information. The incumbent will manage the daily operations of the Library including interacting with staff; managing vendor agreements; processing new materials to update the library collection; and provide literature searches and research support to staff when requested and will provide monthly research updates for the division. The incumbent will perform librarian functions including support for collection development and maintenance; acquisitions; online services; training classes and demonstrations; document retrieval; inter-library loan services; and recommending changes to improve the collection and services of the Libraries.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The ideal candidate will have a broad understanding of library management and the ability to perform professional librarian functions in the Law and Science Libraries including a knowledge of collection development and maintenance and a knowledge of cataloging principles and procedures. The candidate should have the ability to provide training and outreach to all staff in the best use of library services and be familiar with bibliographic search tools and have the ability to perform literature searches and be qualified to recommend improvements to the overall Library program. The candidate will investigate and maintain knowledge of resources available from other libraries, their policies and procedures, and utilizes them to meet research needs of CARB and agency staff. In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate.

The most competitive candidate will be a well-qualified and knowledgeable librarian with degrees and training in library management or related fields. The candidate must be a detail-oriented and self-motivated individual with the ability to analyze situations, develop solutions and be able to provide the information requested by library users.

Desirable qualifications include excellent computer skills with a variety of applications including Excel, MS Word, and the Internet and familiarity with Westlaw online research service and/or other legal databases, bibliographic search tools and methods, and other scientific and health-related databases available to scientific and engineering staff.

Critical thinking skills, excellent written and verbal communication skills, and the ability to meet deadlines and provide good customer service is essential. The candidate must be a team player with a positive attitude, dedication, and a desire to make original and sustained impacts on the overall function and use of the library and the best tools and resources needed to maintain the library functions. Knowledge of State purchasing, inventory and accounting procedures to maintain the library resources are desirable.
